        Intelligent traffic monitoring is a concentration of traffic management, scheduling, information collection, data sharing and exchange platform, which integrates the systematic engineering, including comprehensive command system, network, communication system, geographical information system, traffic signal control system, video monitoring system, electronic police, the police car positioning system of 12 aspects, such as automatic shooting system function.It is an electronic instrument system developed by modern high-tech means, such as advanced image processing technology, new generation information transmission technology, integrated control technology and intelligent management technology. It is installed in urban traffic intersections or mobile police cars and takes photos of vehicles violating regulations and running red lights 24 hours a day.

 

2. System functions

1.Vehicle detection record: monitor and record the model, color and license plate of every vehicle in the past 24 hours, and carry out automatic license plate number recognition, database automatic refresh and cycle record.

2.Speed measurement function: the system can accurately detect and record the driving speed of passing vehicles every day. When there is a speeding vehicle, the system will automatically alarm and record the photos together with the speed data into the illegal database.

3.Vehicle flow detection and statistics: provide accurate hourly vehicle flow statistics, and provide traffic management departments with histogram vehicle flow reports.

4.Blacklist vehicle inspection: the system automatically recognizes the license plate of each close-up photo of the vehicle, and quickly compares the recognition result with the blacklist license plate. If there is the same, the system immediately alarms, and displays the license plate number and the type of the blacklist license plate.

5.Telecommunication and management functions: in the case of a telecommunication line, the computer in the monitoring center can control the front-end equipment, and update the blacklist database at any time, and the image data and traffic data in the front-end database can be sent back to the monitoring center.

3. System composition

   The whole system is composed of five units, namely detection unit, image capture unit, camera unit, automatic license plate recognition unit and network management unit.

(1). Detection unit

       The main method is speed detection radar.

(2).Camera unit

       Each lane is monitored by two cameras, one for panoramic shots and one for close-up shots. The license plate number is recorded.Night lighting USES CAD constant bright light source.

(3).Image capture unit

      This unit is composed of an embedded industrial control computer and special software, which mainly completes the tasks of image capture, traffic flow calculation and speed calculation.The images captured by the system are stored in a BMP file format on a special computer in the field.Special software can enlarge the image processing, complete the query, statistics, printing and other functions.

(4).License plate recognition unit

      With the use of automatic identification software, the vehicle can be checked, when the "blacklist" of vehicles, the system will immediately send an alarm signal.

(5).Network snap-in

     Control, record query, data exchange and "blacklist" data refresh of front-end equipment through special software and remote communication network.In the case of broadband communication lines such as optical fiber, the image capture unit can be transplanted to the remote monitoring center.
